About Us

The Texas Center for the Physically Impaired (TCPI) is a division of International Services for the Visually Challenged (ISPC).* Our goal is to serve the needs of the physically challenged and their family members in the United States and Canada so that they may be better able to cope with their problems and have a better quality of life.

We started as the Texas Center for the Physically Impaired. Later, when we became involved in international projects, we changed the name to International Services for the Physically Challenged, but retained the legal right to operate in Texas as TCPI.

Who We Are

Photo of Bob Langford at his computerThe organization was founded by Robert Langford (shown left at his computer), who holds a Ph.D. from New York University in Rehabilitation-Administration and has 50 years experience, largely at the CEO level. Volunteers provide invaluable assistance in computer refurbishing, circulation of movies, clerical work, packing, shipping, and legal advice.

Our work has been widely publicized in magazines for the blind. Last year 15 programs were presented about the organization, including presentations on television and radio, and programs at Lion Clubs and senior groups. An article in Advocate Magazine (May 2004) tells the whole exciting saga of Robert Langford's lifelong work on behalf of the visually impaired.

Information, Counseling, and Referrals

The people that call us want to know where to start in the jungle of health and rehabilitation agencies. We try to help them get the information they need to start a solution for themselves or the family member—to know what to do first and where to get help.

This is accomplished by:

  • Communicating, cooperating, and sharing with governmental and private agencies on a worldwide basis.

  • Obtaining educational, financial, and electronic equipment resources from corporations and governmental organizations that are willing to invest in underdeveloped skills of physically challenged persons.

  • Meeting face-to-face with schools and individuals to foster understanding and friendship. These meetings can lead to better training programs that prepare people to shoulder responsibility for themselves and lead more productive and rewarding lives.
